First of all I want to thank my mother for doing this, it took her a whole afternoon to get it done but now it is done and I think it came out looking wierd, but works perfect!
How she did it: Put the cover on the sled (inside out) and located the exact parts that would need to have fabric added to it. After marking these she cut one out, you can see that here:



Then she took her new fabric and sewed on one of the sides. After one side was complete, she put it back on the sled, marking along the next side with pins, then taking it back to the sewing machine to sew along the new seam. Repeat this step for each side until it is done. The point of this is to create a 'pocket' so to speak for the handlebars to fit into, seen here:


What did she use to do it: She needed to get a heavy duty needle for the sewing machine ($1.99) and a yard or so of jersey material ($1.50) to fill in the new wholes, obviously with more material than previously was in there.

Final remarks: Dont laugh at the material, I know it looks funky but who cares, buy black for your application if you dont like it. I think it looks like a bug.
